This
was the original group founded by our ancestors who wanted to unite the
community of Barangay Frances during the Japanese Occupation. They did this by
forming a group called "Sundalo ng Sto.NiñO" or Soldiers of the Sto. Niño whose
members were devout women of the Catholic Church. The Chapel of the community was
destroyed to give way to the widening of the Pampanga River. it was in 1938 when Barangay San Miguel was divided to
San Miguel II and Sn Miguel 1 (now Frances). The group decided to rebuild the destroyed Chapel.
The Diocese of Malolos has not yet been established then and they had to go to Manila and ask the
permission of the Archbishop. A piece of land was purchased by spouses Joaquin and Candida Sambilay
from her Ate Chayong where they can build a Chapel.
The Archbishop upon the recommendation of the Parish Priest
of St. John the Baptist Parish agreed to their request. He even granted them the permission use
their share of materials from the old chapel which was destroyed
to give way to the Pampanga River.
Candida Sambilay initiated the building of the Chapel with the help of
her group and her husband, Joaquin Sambilay. She gave the statue of the Archangel Micheal to the
community of San Miguel but retained the old bronze bell for the chapel of Frances. She then bought a
statue of the Sto. Niño for the Chapel that they built.

When Roberto R. Guzman Jr. was elected chairman of the "Committee DE
Festejos", the chapel was renovated with the help of the
"Cursillistas" whose president was Pedro Mariano. The renovation
took almost two years to complete. Members of the community through
the "bayanihan spirit" freely gave their time and money to help in
the project since laborers who worked full time had to be paid.
The Sundalo ng Sto. Niño whose president then was Sis. Segundina Barsicbe, went "caroling" going
to the towns of Pampanga and Pangasinan up to Manila. Construction
Foremen like the lates Arcadio Mariano and Florentino Valderama
offered their labor for free in order to supervise the construction.
The Chapel was continuously maintained by the following generations
and its history has always been cherished. The year 1983 marked the
beginning of the BPC or the Barangay Parish Council whose first
president Sis. Juanita B. Guzman was re-elected twice until the BPC
became the present SPPC or Sub-Parish Pastoral Council.
It was in the year 2000 when the historic Chapel was completely
demolished and rebuilt by the current SPPC headed by Mr. Pepito Perez.
